Goals and Objectives


Long Term Objectives

  • Provide for the continued growth of the County to enrich community life.
  • Maintain and enhance the identity and character of Wayne County and maintain good communications with citizens.
  • Conserve areas of natural beauty, sensitive environmental areas and important historic places.
  • Strive for a balance between residential and commercial development and for a balanced residential mix.
  • Encourage economic development, including the creation of new job opportunities and a diversified local economy.
  • Provide quality public service, including public safety, and utilities. Provide accessibility for all citizens to educational, recreational and cultural activities through creative planning and improved communications.
  • Continue to support Seymour Johnson Air Force Base and the impact economically that the base offers to Wayne County.
  • Maintain a stable financial approach, including fees and charges such that new development pays its own way. Maintain a fund balance of 8% or greater.
  • Provide a safe, stable workplace for County employees, recognizing they are the County's greatest asset.
  • Maintain good intergovernmental relations with other local governments, the Eastern Carolina Council, surrounding counties, the State of North Carolina, and the United States government.
  • Work with other local governments and organizations to enhance and improve all areas of Wayne County.
  • Maintain, promote, and improve transportation systems for Wayne County.
  • Plan ahead for capital improvements.


Fiscal Years 2004-2007 Goals

  • Urge the Wayne County delegation and leadership to support the expediting of construction of Highway 117 & Highway 70 Bypass through contacts with legislators, MPO and RPO.
  • Update comprehensive plans and ordinances to include but not limited to: vacant and abandoned structures and mobile homes, general development, land use, manufacturing age requirements on allowable mobile homes,  etc.
  • Continue to examine the need for changes to zoning and land use in the areas impacted by Seymour Johnson Air Force Base.
  • Review and update if needed zoning requirements in the airport zones of the Goldsboro-Wayne County and Mount Olive airports.
  • Expand media coverage (television, radio, and news print) to better inform citizens of events and projects in Wayne County.
  • Continue the implementation of the County Technology Plan to include updating the county phone system.
  • Analyze engineering study results of radio communications of the entire county for fire, emergency medical services, and law enforcement for consideration in FY 2006-2007.
  • Complete animal shelter design, bid, and begin construction of the new facility by August of 2007.
  • Complete the implementation of the tax system to include the appraisal package and offer tax information online.
  • Implement actions to secure tax payments in a timelier manner avoiding long-term delinquent taxes.
  • Complete imaging of all Register of Deeds records back to 1969 and place online by fall of 2004.
  • Complete renovations of the Jeffreys Building 1st floor and parking lot and relocate planning, environmental health, inspections and veterans services.
  • Implement the GIS (mapping) Office July 2004-2006 for development and implementation of map layers to be incorporated into a public access system as well as online per the recommendation of the GIS Team.
  • Continue to develop a complete long-term (7-10 years) building plan for Wayne County government facilities to include the completion of the detention center and law enforcement space study.  CIB (Capital Improvement Budget late 2006)
  • Continue to work with the development of a countywide master plan for infrastructure (water, sewer, gas, transportation).
  • Coordinate and develop infrastructure (water, sewer, gas and roads) plans to aid new and existing industry and Grantham School (only school without sewer).
  • Implement a study to evaluate the facility needs of Wayne County regarding education and develop a detailed cost analysis of recommendations for consideration by the public.
  • Coordinate better understanding of the mission and duties of the Wayne County Economic Development Commission and Wayne County Chamber of Commerce regarding new and existing industry and commercial development.
  • Continue the efforts reducing/eliminating litter and illegal dumping in Wayne county through clean-up efforts, “Amnesty Day at the Landfill”, better public information, expand the recycling program through updating the Solid Waste Ordinance, requesting NCDOT to regularly update the “Adopt a Highway” program and hire a “Litter Officer” to respond to citizens complaints and patrol for violations.
  • Continue to develop a thorough financial plan for Wayne County through better fiscal management and daily fiscal monitoring.
  • Implement and install more effective audio and visual equipment in the Commissioner meeting room.
