On-Site Staff

Day Reporting Center Staffing:

  • Theresa A. Barratt, DRC Director - Provides guidance for the program and the offenders assigned.  She encourages the offenders to strive for goals which they previously believed impossible.  Accountablity is one of the major concepts that the DRC endeavors to instill in the offenders assigned to this program.   Mrs. Barratt comes to the DRC with a broad background in the criminal justice system.  Her 15 years of law enforcement experience with different agencies has allowed the DRC to foster closer ties to local law enforcement agencies.  She continues her law enforcement connections as a Deputy Sheriff with the Wayne County Sheriff's Office.  Mrs. Barratt has always taken an interest in helping out the community and believes that community is something in whch everyone has a vested interest in.  She has participated in a number of community projects from founding the Fremont Police Explorer Post to assisting with "Shop with a Cop" for underprivileged children.

  • Pre-Trial Release Coordinator- provides support and guidance to accused people that are placed on pre-trial release for pending cases.  Potential clients are screened to ensure that they meet the strict requirements of eligibility of the program. 
  • Ivy Wardien, DRC Secretary IV - Provides support by utilizing wide range of office and computer skills and experience with people for the needs of assigned offenders and co-staff.  Certified Notary Public.


Division of Community Corrections Staffing:

  • Vickie Oman, DCC Probation Officer II - Ms. Oman is an Intermediate Probation Officer working on-site at the DRC in order to better serve the offenders assigned to the DRC program through the courts.  Her community involvement includes Communities In Schools Teen Court Program and does additional volunteer work with Teen Court.  She also serves as a judge for one of the local precints during precinctsdurign elections.  Due to her very active presence within the DRC program's current structure, absentism and tardiness issues have lessened considerably. She is also better able to respond to the needs of the individuals assigned due to the coordination of information within the same facility.

  • Raymond Grass, DCC Surveillance Officer - Mr. Grass provides support to the Probation Officer through handling after-hour curfew checks on the individuals assigned to this program, either at their residence or places of employment.  He often assists the Probation Officer in the physical placing into custody of those individuals who have committed a probation violation.  He serves as a volunteer fireman for a local fire department.


Substance Abuse Education / Counseling:

  • John Nieubuurt - Substance Abuse Counselor (SAC) for six and one-half years.  Mr. Nieubuurt retired at DART Cherry, Goldsboro NC in 2002. Currently employed by Connolly Counseling Associates, L.L.C. and assigned to facilitate the program at the Wayne County Day Reporting Center.  He provides a comprehensive educational setting for adult substance abuse clients assigned to this program through the courts.  Many offenders have past or current problems with alcohol and/or drugs that affect their life choices and result in criminal behavior.  Mr. Nieubuurt is an active member of the Goldsboro Y.M.C.A. and maintains an active interest in the well-being of this community.


Other Agencies Providing Support:

  • General Education Diploma (GED) Instructor provided through Wayne Community College, Basic Skills Department.  Classes held Mondays and Wednesdays from 1-4 p.m. and 5:30-8:30 p.m.  GED classes are on-going, with students from the DRC program and the community. Students achieve at their own rate and once prepared for the official GED test will be registered at the college to take the five-part test.  Once a passing score is achieved, those passing the test will be eligible to attend the next May commencement ceremony at the college.

  • Introduction to the World of Work Instructor provided through Wayne Community College, Human Resource Development Department.  Classes held two months each quarter on Tuesdays and Thursdays from 9-12 noon.  Participants earn a certificate for meeting required participation levels.

  • Money Matters is a series about budgetting of monies provided through Wayne Community College, Human Resource Development Department.  Classes are held every quarter on Tuesday and Thursday afternoons. Participants earn a certificate for meeting required participation levels.

  • Cognitive Behavior Intervention "Thinking for a change" series is provided through Wayne Community College.  A two-month, Tuesday and Thursday afternoon class and Wednesday and Thursday evenings.  
             Concepts and definitions:
                    Thinking  is what we say to ourselves inside our head.
                    Internal Control is control or our thinking and feeling.
                    Social Skills are skills we use to deal with situations involving other people.
                    Problem solving is a skill for dealing with difficult situations.

             
    Participants earn a certificate for meeting required participation levels.


  • Anger Management classes are provided on a quarterly basis by a representative of the Lighthouse of Wayne County.  This is an eight-week, twelve session curriculum addressing the many stressful issues everyone may face and how best to handle them in a responsible manner. These sessions are held in the DRC during consecutive afternoons on Tuesdays and Thursdays.

  • Other Facilitators - Several other members of our community, professional and non-professional, provide structured presentations covering areas of needed information for the offenders assigned to this program.  Representatives from the Wayne County Health Department, Employment Security Commission, Social Security Administration, as well as private sector businesses come to this facility to help inform and educate the offenders on needed Life Skills to help them progress in our community.  The community support received by this program has been very gratifying and makes this program such a successful part of the Wayne County Government's services to our area.
