Work First Family Assistance & Employment Program (TANF) 
 

The Work First Program was developed on the premise that everyone has the responsibility to their family and the community to work and to provide for their children.  The program reduces welfare dependency and provides services to promote self-sufficiency.

Work First Family Assistance (called TANF) is temporary cash assistance, medicaid, and services designed to enable families to work actively toward and share in the responsibility of becoming self-sufficient.  Families are assessed to determine their needs (education, training, day care and transportation) to obtain and maintain permanent employment.  This program limits the time a family can receive benefits.  The 24 months time limit begins after the parent is assessed by Work First Employment worker.  The 60-month time limit begins with the first check received by an able-bodied parent.

The goal of the Work First Employment Program is to assist families receiving TANF and families at or below 200% of the poverty level to obtain and retain employment so that the  family can establish and maintain self-sufficiency.  After the application is approved, customers are assigned a Work First Employment Social Worker for intense employment services and are required to sign a Mutual Responsibility Agreement.  The Mutual Responsibility Agreement outlines the activities and responsibilities agreed to be completed by the customer and the agency’s responsibility

How to Apply: Applications are taken from 8:00 a.m. until 5:00 p.m. on the 4th Floor of the County Office Building, 301 North Herman Street.

What you will need: Birth Certificates, Social Security Cards, Identification, Previous Months Pay Stubs, Health Insurance Card, Most Recent Bank Statements, Life Insurance Policies, Alien - INS documentation. The names, addresses, date of birth, and social security number of Absent parent. 

Family & Children's Medicaid 
 

Family and Children’s Medicaid is a program that provides medical assistance to families with children up to age 19, to children and individuals up to age 21, and Pregnant Women who meet the eligibility requirements.

There are four different Aid Program Categories by which eligibility is determined.  These categories are as follows:
MAF:  Categorically needy and medically needs.
MIC;  Medicaid for Children under Age 19.
MPW:  Medicaid for Pregnant Women
NCHC-NC Health Choice

How to Apply: Applications are taken from 8:00 a.m. until 5:00 p.m. on the 4th Floor of the County Office Building, 301 North Herman Street.

What you will need: Medical Bills, Previous Months Pay Stubs, Life Insurance Policies, Most Recent Bank Statements, Social Security Cards, Health Insurance Card,  Vehicle Registration, Alien - INS documentation.  

Adult Medicaid 
 

Adult Medicaid is for eligible individuals who are aged, blind or disabled.  CAP-MR (Community Alternatives Program for the Mentally Retarded) and CPA-DA (Community Alternative Program for Disabled Adults) prevent potential individuals from having to go into long term care by being able to receive the same type of care at home without having to pay their cost of care.  Assistance is available for individuals needing nursing home care under the Medicaid Program or Adult Care home care through the State/County Special Assistance Program.  The State/County Special Assistance Program is the only cash aid program administered by the Adult Medicaid Unit.  In addition to the regular Medicaid Programs, the unit administers the limited programs which are referred to as MQB (Medicaid Qualified Beneficiaries).  These programs are available to individuals who have excess income/reserves for regular Medicaid.

What you will need: Life Insurance Policies,Most Recent Bank Statements,  Medical Bills, Social Security Cards, Medicare Cards, Health Insurance Cards, Deeds to Any Property, Vehicle Registration, Verification of Income.

Food Stamps 
 

The Food Stamp Program provides monthly benefits that help low-income households buy the food they need for good health.  Eligibility for the Food Stamp Program is based on certain requirements that must be met for each applicant for and recipient of food stamp benefits.  They are identity, residency, citizenship and alien status, social security numbers, and work requirements, requirements for Able Bodied Adults Without Dependents, student status, reserve, income, and cooperation with Quality Control.  If the household meets the program’s eligibility requirements, the amount of food stamp benefits the household receives will be based on the number of people in the food stamp unit and on the amount of monthly income left after all deductions are given.

What you will need: Previous Months Pay Stubs, Social Security Cards, Identification, Utility Bills, Most Recent Bank Statements, Proof of Residence, Proof of Shelter Expenses, Alien - INS documentation.

Child Day Care 
       

Subsidized childcare services are provided to families that express a need for childcare and who have been determined eligible for services.  In order to qualify for childcare services, the family must meet the need criteria and earn less than 75% of the state median income based on family size (unless the child is receiving foster care services, or childcare is needed to support child welfare services or child protective services).

Most families are required to pay a percentage of the childcare cost based upon their countable monthly income.  The  percentage depends on the number of people in the family.  There is one fee for families receiving subsidized childcare, regardless of the number of  children in care.

Program Integrity 
 

The purpose of the Program Integrity Unit is to investigate suspected fraud  and/or overpayment referrals in all programs administered by the Wayne County Department of Social Services and to promote integrity in the programs.

Referrals are received from Social Services Staff., the State Office, Crime Stoppers, county attorney’s office, and the public.  These referrals are prioritized based on the urgent need for an investigation.  Cases are handled administratively or are referred to the District Attorney for criminal prosecution.  Cases are also referred to Civil Court for enforcement of collection of money owed.
