Crisis Intervention Program (CIP) & Project Share

 

Crisis Intervention

The Crisis Intervention Program (CIP) is designed to assist low-income persons in a heating or cooling-related crisis situation. It is funded through a block grant from the state and federal government. To be eligible for CIP, a household must have:

1. A monthly countable net income at or below 150% of the current poverty level.
2. A heating or cooling-related crisis. A crisis situation is defined as experiencing or in "danger of experiencing a life-threatening or health-related emergency situation and sufficient, timely, and appropriate assistance is not available from any other source."

The applicant must apply in the county where his household exists. No verification of income has to be supplied unless it is questionable. The maximum benefit per household is $300.00 per fiscal year.

Project Share

The CP&L Energy Assistance Program (Project Share) is a program to assist low-income residential customers with heating bills or with the purchase of fans and air conditioners. Carolina Power and Light Company donate the funds for this program. The company matches contributions dollar for dollar from customers, stockholders, volunteers, and employees up to $150,000.00. The amount of money donated to the county by CP&L is determined by the number of CP&L customers in the county.

The income and crisis requirements for Project Share are basically the same as for the Crisis Intervention Program. CP&L funds are used prior to CIP funds. Only CP&L residential customers and households in the CP&L service area who are not supplied by other electric providers are eligible and North Carolina Natural Gas customers are eligible. The households do not have to heat with electricity to be eligible. The maximum benefit per household is $600.00 per fiscal year. A household may receive cooling assistance if it has not received the $600.00 maximum benefit prior to the cooling season (June 1 through October 31). Three hundred dollars is the maximum benefit during the cooling season.

Wayne County Department of Social Services contracts this program with The Salvation Army.
All applications are taken and processed at their offices.Services are dependant on the availability of funds.
