Goldsboro MPO 2030 Long Range Transportation Plan The Goldsboro Metropolitan Planning Organization (MPO) is bounded by the Town of Pikeville to the north, Lenoir County to the east, the Town of Mount Olive to the south and Johnston County to the west. The MPO is comprised of the City of Goldsboro, Wayne County, the Village of Walnut Creek and the Seymour Johnson Air Force Base. The population within the Goldsboro MPO planning area is approximately 86,750 people. The MPO is located in NCDOT Division 4.
