Investigations Division
 Capt. Tom Effler
The Investigations division consists of a captain, 12 detectives and two secretaries. All reports received by the Sheriff’s Office are reviewed, evaluated and assigned accordingly. Assignment of cases for investigation varies per case. Solvability factors such as witnesses, suspect identification, traceable property, evidence collected, fingerprints, and similar crimes are considered during this process. The Division investigates Murders, Sex Crimes, Unattended Death’s, Fraud and Fires. This Division also has a state certified arson investigator. The majority of crimes reported involve property crimes such as larceny and breaking and entering to homes and businesses. Special emphasis is placed on sex crimes and violators of the sex offender laws. All Detectives attend formal schools with a variety of subject matter to include interrogation & interviews, death investigations, crimes scene processing, how to deal with sex Victims and offenders and Blood Splatter Interpretation to name a few. All investigators are scheduled for the Police Law Institute through the North Carolina Justice Academy, where they receive classes on criminal law, search and seizure, and updated rulings from state and federal appeal and appellate courts. The Division works closely with the District Attorney’s Office and routinely coordinates investigations with surrounding law enforcement agencies, NC/SBI, FBI, US Marshals Office and other federal agencies.
